Comcast updates Okeechobee County commissioners on broadband buildout, affordability programs

Comcast representatives on Tuesday gave the Okeechobee County Board of County Commissioners a progress report on the company nd partner buildout of fiber to rural areas of the county.
Rachel, the company—mployee who delivered the briefing, told the board that areas funded through the state Broadband Office Program (BOP) and by the county ward (RFP) have been completed and are "100% ready to go." She said the BOP awards in the county accounted for roughly 2,052 passings — a passing being a home or business that can be connected — and that about 180 passings from the county RFP work are underground and activated. She also said CPF (capital projects funds) passings are partly completed and that some areas are only "preliminarily awarded" because NTIA confirmation is still pending.
The presentation explained how multiple funding streams fit together: BOP awards for unserved locations, CPF funds for unserved and underserved areas, and NTIA-related grants that remain subject to federal review. "So anything that you see that looks like it's a red dot or even just a red blob, Those were areas that were awarded from or through the BOP grant or any areas that were unserved specifically," Rachel said during the presentation.
Commissioners focused on service activation. One commissioner asked how much installed fiber is actually "lit" and available for customers rather than merely buried. Rachel said the BOP-funded network and the county-awarded RFP network are lit; other CPF and NTIA-dependent segments still require confirmation or completion before activation. Commissioner questions also raised field-quality concerns where contractors have cut or disturbed roads; county staff and Comcast contractors said they will follow up on inspection and repair processes. A MasTec representative present said they respond to referrals and work to resolve issues within 48 hours.
The presentation also described affordability programs Comcast offers: a no-contract prepaid option and an "Internet Essentials" low-cost plan for households that qualify through programs such as SNAP, Medicaid and Pell grants. Comcast said the company is using local partnerships — including libraries and community events — to promote sign-ups.
The board did not take formal action on the briefing but requested follow-ups on maps showing Glades Electric aerial work, and asked Comcast to improve field oversight to reduce repeated road repairs stemming from fiber installation.
