Council approves equipment financing, vendor awards, appointments and civic naming
Summary
Allentown City Council approved four financing contracts and multiple vendor and cooperative contracts, adopted a noise-ordinance update, passed a consent slate of appointments, authorized a budget transfer and approved renaming the 2000 block of Liberty Street to Rose Kennedy Way.
The Allentown City Council on Feb. 18 approved a series of routine contracts, budget housekeeping items and civic actions, including equipment financing, vendor awards, a noise-ordinance update and a ceremonial street naming.
Major approvals included:
- R14: Authorization of a $307,690.35 financing agreement with KS State Bank to finance equipment over five years (bid 2026-32). Staff reported the city received one bid for the procurement process. Council approved the authorization by recorded vote.
- R15: Financing with Bank Funding LLC in the amount of $402,562.40 to acquire a milling machine (bid 2026-31); staff said three bids were received and one was rejected for nonresponsive submission. Council approved the financing.
- R16: Award of road materials contracts under bid 2026-01 to multiple vendors at unit prices for various work components; the city received seven bids and awarded work to five vendors. Council approved the awards.
- R17: Authorization to use cooperative contracts for vehicle/IT purchases (several vendors named); staff said purchases will be made through existing cooperative contracts and the council authorized the use of those contracts.
Council also adopted Bill 8, an amendment to the general legislation noise ordinance to bring the noise code into conformity with the city’s new zoning code, after the item was forwarded favorably from committee. The ordinance passed on a recorded vote of council members present.
On the consent agenda, the council approved R18–R27, a slate of appointments and a certificate of appropriateness for work in a historic district, including multiple appointments to parks and recreation and various boards and pension panels.
Council passed R28, authorizing the civic naming of the 2000 block of Liberty Street as Rose Kennedy Way. Lisa Arnold, representing the Allentown Saint Patrick’s Parade Committee, told council she and the committee sought the renaming to honor Rose Kennedy’s longstanding role in parade traditions; the council approved the naming.
R29, a series of budget reclassifications and a $41,500 transfer to place expenditures into proper accounts for in-house restroom access, hydration systems, laundry facilities and animal care, was approved by council vote.
Most roll-call votes on these items were recorded as affirmative with no nays. Where staff provided procurement background, they cited the bid numbers and public-advertising dates.
Next procedural steps: newly introduced ordinances (Bills 9–12) were referred to the appropriate committees for further review and hearings. The council adjourned after completing the agenda.
