Franklin County court approves budget amendment, budget transfers and final cash transfers

The Franklin County court on June 30 approved the second reading of an amendment to its 2024–25 budget, authorized final budget transfers and enacted the quarter's cash transfers after the treasurer summarized preliminary numbers.

Amy, who presented the treasurer's report, said most expenses had been entered but revenues were still coming in and that the figures were not final. "Most of the expenses have been entered, but we still have revenues coming in. So these are not final numbers. I'll have your final numbers at our next meeting," she said.

On cash transfers, Amy asked the court to note two revisions: the county's general fund cash line was changed from $2,300,000 to $2,036,287 and the sheriff fund cash was lowered from $510,000 to $245,000 after a sizable deposit to the sheriff's account. She said she would email the updated figures to the clerk.

During the meeting Squire Wiseman sought clarification on a $68,000 PDI grant due-diligence line that appears in the budget amendment. Amy said the $68,000 covers a geotechnical report, a Phase I environmental survey, a title search, a survey and a preliminary master plan.

The court voted to approve the minutes from June 24, to receive the treasurer's report, to adopt the second reading of amendment number 4 to order number 4-2024 (relating to the 2024–25 budget), to approve budget transfers and to approve the cash transfers. The clerk recorded the motions and the presiding judge announced each motion passed; a member noted a dissent on approval of the minutes but the other measures carried.

The court also noted a recurring grant payment timing issue (a late first-quarter payment for a program described in the meeting as the "save the grama" payment) and directed that staff continue to reconcile accounts ahead of the next meeting.

The court left instructions for staff to provide final reconciled numbers at the next regularly scheduled meeting.
