Hall County okays part‑time chaplain MOU and introduces contracted chaplain

The Hall County Board voted unanimously to authorize the board chair to sign a memorandum of understanding that formalizes a part‑time chaplaincy to serve county law enforcement, corrections and other agencies.
County Attorney Marty explained the MOU memorializes an existing arrangement, clarifies the position is an independent contractor (not an employee) and establishes reimbursement processes for the county to pass through payments. Marty said the chief and county staff ‘‘agree this was not an employee’’ and that the MOU ‘‘does exactly what we talked about it doing’’.
After the vote, officials introduced Connie Hine as the contracted part‑time chaplain. Hine described chaplain duties including accompanying officers to death notifications, conducting debriefs after traumatic incidents, and visiting agencies to explain services and confidentiality. A supporter noted other jurisdictions have sought Hall County’s model for cooperation between city and county agencies.
The board recorded the motion as passed (6 yes votes) and directed staff to complete the signatures and the initial claim for reimbursement.
