Abel told the commission that reviewer Seth found the recently revised subdivision language to be incomplete, noting the city had removed a "mini subdivision" option and failed to distinguish preliminary and final plat requirements. That omission and a lack of required items on submitted plats (missing lot labels, title reports and easements) has left applications incomplete and difficult to approve.
Seth recommended clarifying what must appear on preliminary plats versus final plats and reinstating a mini-subdivision process for small splits (state law permits subdivisions under 10 lots to use a simplified process). Abel said applicants may need to obtain title reports and correct survey errors before the city can approve plats, which would add costs for applicants.
Commissioners discussed scheduling a training session with Seth to identify required code corrections and whether a short moratorium on approvals would be appropriate while the changes are made. They directed Abel to coordinate with Seth, set training dates, and return with recommended code language and a timeline.
