Needham CPC presses Park & Rec to firm up Elliott playground scope after $1.4M estimate

Several members said they want a work breakdown, line‑item estimates and engineering drawings that would allow a public bid rather than a concept price.
Committee members urged Park & Rec to complete engineering and, if needed, split the project into phases (playground first, fields later) or re‑apply for an out‑of‑cycle fall town meeting after producing bid‑ready materials. The committee agreed to set up a targeted follow‑up meeting with the applicant, Park & Rec staff and the project's engineer (Ed) before the public hearing so members can get clearer answers about procurement thresholds, preapproved vendors and what work must be competitively bid.
Next steps: staff to request a clearer scope and cost breakdown, invite applicants and their engineer to the follow‑up meeting and ensure application materials are posted on the CPC projects page ahead of the public hearing.
