Deb Bell, council staff, presented Ordinance 26-007, introduced by Councilmember Nehring, which would reduce required setbacks for covered parking structures under the Bridal Village housing demonstration program and add a new section to the Snohomish County Code (proposed SCC 30.41H.105). Bell reviewed the program’s origins: the council approved Ordinance 203-501 in June 2023 to establish the demonstration program, and Motion 205-0505 referred the proposed code amendment to the planning commission.
Bell said the planning commission held a public hearing on Oct. 28, 2025, recommended adoption of the code amendments and that the proposed ordinance includes a retroactive provision allowing applicants already in process to update their plans. The requested action was to move the ordinance to GLS on Feb. 25 to set a public hearing with a requested date of March 18, 2026.
The committee moved the ordinance to GLS to set a public hearing. The referral starts the public-notice and hearing process; no code changes take effect until after the hearing and any formal adoption steps.
Next steps: GLS will set the formal public hearing time and notice, after which the committee may consider adoption or further amendments.
