Staff says proposed duplex in Colonial Village meets code and recommends approval

A commissioner referenced a public‑comment packet claiming a prior duplex application had been denied on the lot; Jesse said there is no planning‑commission special‑use history for this lot and that a different, withdrawn special‑use case several blocks away caused earlier controversy.
