County planners presented revised vision statements and updated goals for "Envision 2050" during the Feb. 4 Public Works & Transportation Committee meeting and sought feedback before wider public outreach.
Manager of Transportation Planning Mike Clemens described two vision options. Option 1 opened: "We envision a sustainable, resilient transportation system that meets today's needs and prepares for tomorrow's." Option 2 used more forceful language: "We envision a seamless, sustainable transportation network where mobility is a right, safety is absolute, and reliability is guaranteed." Clemens told the committee staff had added climate-resilience language across the goals and intended to use the vision to guide strategy and project prioritization.
Multiple members said they preferred the more concise Option 1. One committee member said the Option 2 phrasing — particularly "safety is absolute" and guaranteeing mobility as a right — risked creating future constraints on budgeting or project selection. "Safety is absolute, concerns me," a committee member said during the discussion. Members asked staff to present a version of the preferred wording that incorporated resilience and innovation without introducing absolutes, and to return with examples showing how adopting the revised vision and goals would change project evaluations or priorities.
Planners said the draft goals add climate resilience into reliability and innovation bullets and that the department will pursue public and stakeholder engagement (including municipalities, PACE, Metra, law enforcement, advocacy groups and a student advisory council) starting in early March, with a draft plan with projects expected in late spring or summer.
The committee's feedback will be used to refine the vision and goals; no committee vote on the vision was recorded at this meeting.
