Shenandoah council approves most Tamina utility contracts, defers large West‑side bid

Council voted to approve the east‑side water and sewer contracts recommended to the low bidder ISJ Underground: the Tamina Northeast water and sewer contract in the amount of $1,341,750 and the Tamina Southeast water and sewer contract (staff cited a corrected total of $3,821,007.50). The council deferred action on the West‑side water and sewer contract, which staff said had a low bid of $22,127,620, to the Dec. 11 meeting so staff can confirm whether scope changes are required due to recent West‑side construction activity.
Council also approved three Tamina lift‑station contracts: Johnson Road Lift Station (low bidder PMG Project Management, $1,095,707), Broadway/Side Street lift station (PMG, $1,395,995) and Main Street lift station (Cicada Civil Construction, $907,578). The council approved a plumbing contract for the project to Bulge Construction for $1,132,860; staff noted the plumbing bidders were required to hold bid numbers through November 2026.
Staff told the council the construction estimate for the suite of bids had been roughly $12.8 million and the bids came in about $1 million below estimate for the items awarded so far. Several council members thanked staff for competitive bids and recommended approving awards individually; motions passed by voice vote with council members saying “aye.”
What happened procedurally: council split the Tamina items to vote project‑by‑project. The East‑side contracts and the three lift‑station and plumbing contracts were approved; the West‑side contract was deferred to Dec. 11 for further scope review.
Next steps: staff will return with the West‑side water and sewer contract for council review and formal action at the Dec. 11 meeting. Contracts approved on Nov. 13 will move forward to execution and project construction.
