Kevin Charles, principal planner, said the proposed tower would be sited in a satellite parking area and that the applicant is seeking a 125‑foot tower plus a 5‑foot lightning rod (130 feet overall). He noted the location is driven by flood‑plain factors and that no deviations from the Unified Development Code were requested. Applicant representative Alec Broadus said Verizon would be the anchor carrier and that the tower location was chosen to minimize visibility; applicant simulations show only the top portion will be visible in some views and existing trees will screen much of the structure. Broadus also confirmed there will be no lighting on the tower itself because FCC/FAA rules do not require lighting for structures under 200 feet that are not in a flight path.
Commissioner questions focused on visibility and coverage. The applicant said the tower would improve coverage for the surrounding neighborhoods; staff and the applicant said it would be located on church property and remain compliant with code. Commissioner Payne moved approval; the motion passed 9‑0.
Next steps include final permit applications and coordination with carriers and the church for site work and any required mitigation measures.
