Sarah Schelling of the Community and Economic Development Department presented an updated five‑year Economic Development Strategic Plan and a two‑year work program intended to implement the plan’s actions. The plan reflects consultant outreach and community input, and the staff recommended adoption with an elevated action to develop a formal economic development visioning process in year one.
Schelling said the work program was refined after a February work session and included prioritization based on staff capacity. Council member moved to approve the strategic plan and work program; the motion was seconded and carried unanimously.
Council members asked questions about age bands in demographic analysis and staff referenced Appendix B and background data that used 10‑year age bands. Staff said the visioning process would help ensure the plan’s language and priorities address diverse age, cultural and economic segments of Lacey.
The plan and work program were adopted with staff directed to implement the work items and report back as needed.
