Planning board backs city-initiated zoning text changes to clarify notifications, façade definition and setbacks

City planner Chris Benson presented a city-initiated text amendment package to Title 15 (Land Use) aimed at correcting errors and providing clarity in Rio Rancho’s planning and zoning code. Benson told the board the amendments update application types and notification procedures, add a definition for "façade," correct a side-setback footnote to apply only to estate residential districts, and add a Transitional Zoning (TZ) designation into the zoning tables.
"The purpose of these text amendments is to update incorrect or outdated information and provide clarity by adding definitions," Chris Benson said. He summarized specific changes: first-class mail notification to affected property owners 15 days before hearings for master plans and plan amendments; a façade definition reading "exterior walls and appearance of a building which are adjacent to or front a street, park or plaza"; correction of footnote 2 so the side-setback exception applies only to estate residential districts; and adding a TZ designation to the nonresidential zoning table.
Staff recommended approval. No members of the public spoke during the hearing on this item. The board moved to recommend approval and approved the recommendation by roll-call vote.
The recommendation will be forwarded to the governing body for final adoption; staff will include corrected findings and the amended code language in the governing-body packet.
