Planning board recommends approval of High Range 5 master-plan amendment and rezoning to incorporate holdout lot

The Rio Rancho Planning and Zoning Board recommended that the governing body approve a master-plan amendment and a zone map amendment to incorporate Unit 13, Block 72, Lot 11 into the High Range 5 subdivision and change its zoning from R1 to R4. Liz Ruiz Carlos, planner with the city of Rio Rancho, said the lot had been a holdout in the original High Range 5 approval and that LGI Homes’ recent acquisition allows the parcel to be folded into the overall development.
"LGI Homes recently acquired this property, and the master plan amendment seeks to incorporate that lot into the proposed High Range 5 subdivision," Liz Ruiz Carlos said, adding that the addition increases the overall High Range 5 acreage by around ±74 acres and extends Mustang Road to connect to Wild Horse Road. She told the board staff finds the proposed boundary amendment consistent with the comprehensive plan and the Lomas Negativas specific area plan and recommended approval with findings and conditions.
Doug Chubin, agent for LGI Homes with Cohen Van Loo, told the board the company aims to remove antiquated lot boundaries so the parcel can be developed cohesively with surrounding phases. He said the staff presentation had been "clear and concise" and expressed appreciation for the ability to attend remotely.
No members of the public spoke for or against either application. Following staff presentations and the applicant’s remarks, a board member moved to recommend approval and another seconded the motion. The board approved the recommendations on a roll-call vote.
Next steps: the board’s recommendation will be forwarded to the governing body for final action, where staff-specified findings and conditions will accompany the applications.
