Staff outlines state‑required pre‑approved housing plan program; commission presses on implementation details

Planner Michael Garcia briefed the Planning and Zoning Commission Dec. 2 on a program to develop a public model plan library to comply with ARS 9‑461.20. Garcia described required deadlines: by July 1, 2026 the town must publish at least three pre‑approved single‑family and ADU models; by Jan. 1, 2027 the town must publish at least three duplex and triplex models.
Garcia explained that pre‑approved models must meet all applicable code standards and that once published they may be used in residential zones subject to existing code, design standards and HOA restrictions. He said the town is still drafting the RFQ and program process; examples from Tucson’s Casita plan library were discussed for best practices.
Commissioners asked whether the program would meaningfully speed approvals and whether developers would use the models or instead submit custom plans. Staff said pre‑approved models can save a month or more compared with a custom review and that code‑compliant submissions must be accepted, but that custom designs remain possible and would undergo standard review. Commissioners also raised concerns about limiting uniformity in neighborhoods and the role of HOA rules; staff said HOA rules still apply and would be noted in the program’s FAQ.
Garcia emphasized the program is informational at this stage and no code amendments are expected specifically from this presentation; staff will return with process details and milestones in future updates.
