Planning staff unveils online low‑impact development evaluation tool and trainings

Planning Department staff reported a multi‑part effort to implement recent changes to Baldwin County’s subdivision regulations that strengthen stormwater standards.
Staff said the county’s updated regulations require on‑site retention of the first inch of runoff and incorporate low‑impact development standards for denser projects. With grant support from Mobile Bay NEP the county hired consultants to build an online LID evaluation tool and a set of standardized stormwater forms that allow engineers to submit calculations and demonstrate compliance in a consistent format. Staff said a training session for engineering and development professionals drew more than 50 attendees and that recorded training materials are available on the county’s Planning & Zoning webpage.
Officials also reported adding new stream gauges and integrating basin modeling to evaluate regional effects of new developments; the goal is to review stormwater at the watershed level rather than only at individual sites. Staff said the new forms and model will reduce back‑and‑forth with applicants and produce more consistent reviews.
Planning staff encouraged developers and engineers to use the online tools and noted recorded training materials are available for review.
