City staff delivered a draft life‑cycle carbon analysis of 66 potential projects under consideration for the 2026 bond package and answered members’ questions about assumptions, timelines and next steps.
Zach Bauer, director of Austin Climate Action and Resilience, opened the briefing and introduced the team’s work to quantify both embodied carbon (materials and construction) and operational carbon (use over time). Phil Braun, senior climate analyst, told the task force the study used screening‑level life‑cycle methods and grouped projects into four buckets — open space, drainage/watershed, facilities and transportation — to allow apples‑to‑apples comparisons across project types.
“We focused on embodied and operational carbon because that captures roughly 95% of the total for these assets,” Braun said. He explained that larger facility projects tend to have higher upfront embodied emissions while investments such as electrification or on‑site solar can reduce operational emissions over the asset’s life. For example, the Fleet Services center showed a large embodied‑carbon bar because of its size (staff noted the project as roughly a $245 million proposal) but also produced operational reductions when electrification elements (EV chargers, vehicle replacement) were included in the model.
Members pressed staff on key assumptions. A committee member asked whether the analysis used a 50‑year horizon for facilities; Braun confirmed that facilities were modeled on a roughly 50‑year timeline. Staff also said they accounted for decarbonization in Austin Energy’s generation plan in the operational assumptions.
Several members requested the underlying model, spreadsheets and a methods write‑up so working groups can test scenarios and score projects; Braun said staff will assemble a more usable spreadsheet and method documentation once the remaining projects (notably affordable housing and many watershed/drainage items) are unpacked and analyzed.
Phil Braun summarized the principal takeaways: open space acquisitions can sequester carbon over time (more acres generally yield more sequestration), transportation projects have complicated tradeoffs (upfront embodied carbon vs. avoided operational emissions from mode shift), and design choices for facilities (low‑carbon materials, electrification and solar) materially affect lifetime emissions. Staff said next steps include finishing the remaining project types, refining assumptions, and delivering updated materials to the task force in roughly a month.
The task force did not take a vote on the analysis; staff will return with additional detail and documentation for the working groups.
