Architect Jackie Toussay (S12) said the design emphasizes human scale, shade and climate resilience: "Shade is huge," she told the committee, noting reuse of existing trusses and introduction of greenery and trellis elements.
Staff and the developer said improvements would be privately funded with the city assuming routine maintenance once complete; terms under negotiation include expanded cafe seating in the pedestrian area, event/programming management by the developer (similar to Espanola Way) and necessary historic‑preservation filings. Commissioners pressed the team on loading, trash consolidation and valet logistics; staff confirmed they will work with fire marshal and public‑works to preserve emergency access and consolidate service corridors.
The committee voted unanimously to forward MB10 and MB2 to the City Commission with favorable recommendations and directed staff to prepare final terms and coordination with historic preservation review prior to commission action.
