Board unanimously backs resolution to rehab Stephen Woods apartments

The Southampton County Board of Supervisors on Feb. 25 voted unanimously to adopt a resolution supporting rehabilitation of the Stephen Woods Apartments at 25090 Oak Trail Road in Cortland.
Clark Henry of TM Associates told the board the owner plans to rehabilitate 36 units and is seeking a revitalization designation to strengthen a competitive Virginia Housing tax-credit application. Henry said the project will not seek local taxpayer funding and asked the board to confirm the property’s revitalization status so the Virginia Housing Development Authority can consider providing financing.
County staff read the resolution aloud, which cites Code of Virginia provisions allowing localities to designate revitalization areas to empower the Virginia Housing Development Authority to finance rehabilitation. After a motion and second, the board conducted a roll-call/voice vote. The chair recorded affirmative votes from each supervisor and declared the resolution adopted.
Supporters said the designation helps preserve affordable housing stock without drawing on county tax dollars. The applicant said engineers and architects will be engaged next and construction is expected to begin after state approvals are secured.
The action authorizes the county administrator or deputy to execute a locality revitalization letter and take related steps consistent with the resolution. The board did not commit local funds during the meeting; further approvals and permits were discussed as next steps.
Votes at the meeting included the unanimous adoption of the Stephen Woods resolution; the board indicated it will provide any required local documents to support the state-level financing process.
