Code §2.2-3711(A)(1) for personnel matters concerning appointments/performance of Western Tidewater Community Services board members, and §2.2-3711(A)(5) to discuss a prospective business with Franklin Southampton Economic Development Inc. After returning to open session the board individually adopted the certification resolution required by Va. Code §2.2-3712(D); roll-call responses were recorded as "yes." The transcript does not record the details discussed in closed session.
