The Southampton County Board of Supervisors handled several administrative and financial items and recorded the following actions during the meeting.
Closed-session certification: After returning from closed session, the board adopted a certification resolution required by the Virginia Freedom of Information Act stating that the closed meeting complied with state law and that only permitted matters were discussed. The roll call on certification was unanimous.
Minutes and routine approvals: The board approved minutes from the February 25, 2025 meeting by voice vote.
Appropriations and school funds: The board approved an appropriation resolution for the school fund totalling $457,311.13 from various sources. The board also approved an appropriation reflecting ESSER 3 funds of $1,824,930.28.
Appointment: Clayton Gaskins was reappointed to the Tidewater Emergency Medical Services Council; the motion was made and carried by voice vote.
Ordinance amendment: The board approved an amendment to the land-use taxation ordinance to eliminate a six-year revalidation requirement and to raise the initial application fee from $50 to $100; the change was supported by farmer representatives and the county’s commissioner of revenue.
Planning and permits: The board accepted the Planning Commission’s recommendation and approved (a) a rezoning and conditional-use permit for Serenity Acres (micro-processing) and (b) a conditional-use permit for a borrow pit proposed by Gray Construction (see separate article). Some agenda items were deferred and will be re-advertised.
Broadband update: County staff and a contractor reported progress on the VADI/ARDOF broadband build, noting activation of roughly 4,800 homes and approximately 789 miles of build in the county; remaining easement-dependent extensions and a July 7 contract date were reported.
The board recorded votes and instructions to staff to follow up on required permits, inspections and re-advertising of deferred matters.
