McKinney council approves $7.4M budget shift and contracts to advance airport east‑side work

The McKinney City Council on Dec. 17 approved an ordinance moving $7,400,000 of Economic Development Corporation funding into the McKinney National Airport Eastside development and authorized related construction and consulting agreements to begin the next phase of work.

Ken Carley, airport director, told the council the approvals cover Taxiway Charlie (the parallel taxiway on the airport’s east side), an FM 546 roundabout to bring vehicle traffic to the site, the apron and parking infrastructure, and terminal support work. “Tonight on the agenda, we've got four items, enabling the next phase of construction for the terminal project,” Carley said.

Carley said the EDC has allocated $22.4 million to the project; the council previously moved $15 million into the project and the $7.4 million approved Dec. 17 completes that EDC commitment. He reported the construction contract with Mario Sinicola and Sons Excavating is the low bid at $17,600,000 (including about 10% contingency), Garver’s amended contract for construction administration and terminal area services is $2,900,000, and a Terracon agreement for materials testing is about $158,000. Carley summarized the phase cost as roughly $20,700,000.

Carley also said the city has executed a use and lease agreement with Velo Airlines that will make that carrier the terminal’s first partner and set terms to discuss service with other airlines.

Councilman Cloutier moved to approve the budget amendment and ordinance; Mayor Pro Tem Feltes seconded, and the chair announced the motion carried. The transcript records the approvals but did not include a roll‑call tally for the airport items.

What happens next: staff will execute the authorized contracts and proceed with construction administration and materials testing for the east‑side phase. Carley said project photos and a status update will be provided at next month’s meeting.
