He identified a text change affecting the commercial portion of South New Hope Road (about 60 acres), a two-lot request on Trailwood Drive (just under 3 acres), C-3125 at 516 North Blunt Street (less than an acre and reviewed in a local historic district), Z-3725 on Avot Ferry Road (just under 9 acres), Z-4025 at Wake Forest Road and Mordecai Drive (in a local district with a contributing structure), and Z-4225 on Hodge Road tied to an annexation.
Nicole Bennett, chair of the Planning Commission (introduced by staff), addressed questions about C-3125 and explained why the commission’s recommendation was split. Bennett said commissioners opposed by split vote were concerned about impacts to adjacent properties — particularly a shared driveway — potential noise and light, and enforceability of conditions. “Those of us who recommended denial were concerned about the impacts to the adjacent properties,” she said; supporters noted the request’s consistency with the comprehensive plan.
Councilor Patton moved to pull the Avot/Avant Ferry case out for separate consideration and to set the public hearings for the remaining items as recommended by staff; the motion was seconded and approved by voice vote. Staff suggested evening public hearings on April 7 for several items and a March 17 hearing for others.
The council’s action schedules the public process for those rezoning requests and preserves the planning commission record; staff said applicants may request deferrals to revise proposals before public hearings. The Avot/Avant Ferry case will be brought back as a special item for council consideration to set its hearing date.
