La Verne council adopts updated comprehensive fee schedule, including new inspection and connection fees

La Verne — The City Council unanimously adopted an updated comprehensive fee schedule for fiscal year 2025–26 that adjusts multiple user and connection fees across public works, utilities, fire, police and refuse services.
Staff presenter Eli Luo said the annual update aligns fees with current cost-of-service data and regulations. Key changes highlighted included a new $340 after-hours inspection fee in public works, updated water and sewer connection fees (staff noted the fees had not been adjusted since 2015), and notably higher service-installation fee estimates (an increase of approximately $13,455 for 1-inch pipes and $17,232 for 2-inch pipes). Luo's presentation also listed the sewer connection fee in the packet as $1,006,683 to offset the proportionate share of system capital cost.
The update additionally refines the city’s fire incident mitigation model, bundles EMS dispatch and supply charges into a $75 flat rate for advanced and basic life support, and adjusts police concealed-carry permit processing fees (initial application lowered from $100 to $50; renewals increased to $75). The refuse/recycling line items were adjusted by 4.44% to reflect CPI changes in a contract.
Council members praised the transparent redlines provided with the package. After public comment, the council adopted the resolution amending Resolution No. 24-48 to incorporate the updated fee schedule; the motion carried 5–0.
What’s next: Staff will finalize implementing language and bring any department-level questions back to the council as needed during the budget cycle.
