Summary
Council unanimously approved a package of resolutions authorizing contracts, equipment purchases and two liquor licenses, and adopted an ordinance updating the board of zoning adjustment appeals process. Key spending items included UTVs ($61,245.57), a flashover simulator ($124,971), and LED tennis-court lighting ($139,900).
The Orange Beach City Council on Feb. 10 approved a series of routine but significant procurement and licensing measures, adopting an ordinance to revise the board of zoning adjustment appeals process and authorizing multiple equipment and service contracts.
Council approved two liquor licenses: a special-event retail license for the Wharf Parkway Boat Show and a restaurant retail license for Yoho Rum and Tacos at Wharf Parkway. The council moved and passed multiple resolutions to award annual service contracts (roll-off and dumpster services to BCC Waste Solutions) and purchases for public-safety and parks operations.
Among adopted procurement items were three UTVs for the fire department (Daphne Motorsports, $61,245.57); a flashover fire-training simulator ($124,971); LED lighting for tennis courts (Musco Sports via Sourcewell, $139,900); and a suite of police-department purchases and contracts that included a state-bid vehicle ($63,351.40), a GIS managed-services agreement with Motorola Solutions ($88,822.19), and a software service agreement for AI-powered evidence analysis (Tranquility, $39,999.68). Council also authorized smaller purchases such as diffuser sleeves for parks ($37,896) and a Sportsplex vehicle ($48,724).
Council members discussed recurring issues with tennis-court lights damaged during Hurricane Sally and supported the LED replacement as a long-term fix. As one council member put it about the lights, "This is hopefully, finally, fixing the issue."
On zoning, the council suspended rules for immediate consideration and adopted by roll call an ordinance amending Chapter 2 (Article 5, Division 4) of the city code to update the board of zoning adjustment appeals process; the motion carried on a roll-call vote.
All motions noted in the meeting were called and moved to a vote on the record; where a roll call was taken the mayor announced "Aye" and "Motion carries." Several motions passed without recorded opposition during the session.
Next steps: staff will proceed with procurement implementation and contract execution; council scheduled an executive-session discussion later in the meeting for certain real-estate and personnel matters.
