Grand County moves to replace CodeRED with Rave Mobile emergency alert system

Grand County commissioners voted to approve a contract with Rave Mobile to replace the county's outgoing CodeRED alerting platform and regain direct access to the federal IPAWS alerting gateway.
Lehi Kimbrough, director of emergency management, told the board the county tested several alerting vendors after the CodeRED outage and selected Rave Mobile because it integrates with the county's CAD system and supports IPAWS. "We decided on Rave Mobile," Kimbrough said, describing the platform as "a Motorola company" and compatible with existing systems.
Kimbrough outlined the contract's financial terms: a 60-month agreement at about $8,000 per year, with a first-year payment of $11,700 that includes a one-time $3,700 setup and integration fee. "So our first year payment is going to be $11,700 which is comparable to CodeRED," Kimbrough said. He said the vendor estimates technical integration and IPAWS certificate issuance could be completed within two weeks, while community enrollment and full public rollout would take three to four months.
Commissioners discussed timing and legal review. One commissioner moved to approve the contract "contingent upon legal review and our approval and authorize the signature of the chair outside the meeting pending Motorola signature first, and noting that it has already passed legal review." The motion passed on voice vote.
County staff said they would arrange a public communications push to encourage resident sign-ups once the system is live and would schedule a staff demonstration for the commissioners when implementation is complete. The board did not set a further public hearing on the contract.
Next steps: staff will complete the remaining vendor and Motorola reviews, execute the contract per the board's authorization, finish IPAWS certificate processing, and begin the vendor-led rollout and public outreach.
