Council approves second contract amendment for Caplinger project; bids come in $631,000 under estimate

The Edmond City Council on Nov. 13 approved a second contract amendment with Crossland Construction for the Caplinger project and voted to adopt the associated GMP item.
Brad Rainey, parks and recreation director, told the council the most recent bid package came in about $631,000 under the construction manager’s budget. He reviewed project line items, contingency and fees, and said the next (third) bid package — covering above-ground work — is published and likely to be brought to the Jan. 13 meeting if bid results remain favorable. Rainey said the team still targets a 2025 completion date, but noted unknown soil conditions at the site could cause delays.
Council moved to approve the GMP amendment and cast a vote in favor; the motion passed. Rainey said the parks department and the construction manager are coordinating next steps, including permitting and inspection fees that are accounted for in the amendment.
