Council approves PUD for 32-unit assisted-living development on Santa Fe Avenue

The Edmond City Council on Feb. 10 approved a planned-unit development rezoning (PUD Z24-00018, ordinance 4024) for Kine Enterprises LLC to allow residential group living in two residential-style buildings on a roughly 3-acre site at the northeast corner of Santa Fe Avenue and Mill Valley Boulevard.
Staff described the proposal as a PUD that limits use to residential group living with a maximum of 16 units in each of the two buildings (32 units total), a maximum building height of 35 feet, setbacks (70 feet on the east, 45 feet elsewhere), and installation of six-foot site-proof fencing along the north and east property boundaries. Planning staff said the planning commission recommended approval 4–0 at its Feb. 4 hearing.
Todd McGinnis (developer representative) told the council the project is an assisted-living development and outlined access constraints: Mill Valley has a continuous median whose maintenance is claimed by a homeowners association the applicant has been unable to locate, limiting a direct median cut; the applicant said it will pursue permission if possible but may return for a site-plan request if additional access is needed. McGinnis said the applicant held neighborhood outreach and that many commitments (fencing, brick facades visible from neighbors, lighting limitations) are included in the PUD document.
Councilor motioned to approve the rezoning; the motion was seconded and the council voted to adopt the ordinance. No amendments to the PUD were announced at the council meeting.
Next steps for the project include submission of a site plan and any further required permits; the council and staff noted that site-plan review, landscaping and lighting plans will be examined for compliance with city standards.
