The Richardson City Planning Commission voted 5-0 to recommend approval of a special development plan (zoning file 2521) that would permit larger signs for a proposed law office at 600 South Central Expressway, after staff and the applicant described visibility constraints and design revisions.
Staff told commissioners the property sits far back from Central Expressway, and under the form-based code the second-floor facade area would allow about 24.65 square feet of signage by right. The applicant requested a 71.4-square-foot front wall sign and a 48.99-square-foot side elevation sign; staff described the request as an adaptive-reuse exception and recommended conditions including substantial conformance to exhibits B and C and no additional signage for the property.
Steve Bullitt, project manager for Texas Pro Signs, said the strict by-right interpretation would produce a front sign too small to be legible at the street given the building setback and that the proposed channel-letter, raceway-mounted signs would be architecturally appropriate and visible from sidewalks and roadway approaches. He described three iterations with city staff and said the applicant reduced the side sign to 48.99 square feet to work within code constraints as closely as practicable.
Commissioners expressed support for the requested scale, noting the site’s history as an auto lot and the building’s distance from the street. Mr. Zills (staff) and Bullitt clarified that an approval would be tied to the existing building; redevelopment would require compliance with the form-based code or a new application for deviation.
Commissioner Beach moved to recommend approval with the staff conditions; Commissioner Shishak seconded. The commission voted 5-0 to recommend approval; the transcript records the vote tally but no roll-call of individual votes. Staff noted the special development plan and signage deviations are reviewed by the City Planning Commission and will be forwarded to the City Council and other review bodies per the code.
