Henderson Council authorizes participation in North Carolina Health Insurance Pool

The Henderson City Council voted 6–2 on May 12 to authorize participation in the North Carolina Health Insurance Pool (NCHIP) after a presentation from Wes Grigston of Gallagher.
Grigston said NCHIP — created in July 2018 by local government leaders for North Carolina local governments — stabilizes health insurance costs through collective purchasing, provides transparent claims data, and maintains a stable network with Blue Cross Blue Shield of North Carolina. He said the pool grew from seven pioneer governments to 29 members and will expand to 39 members as of July 1; he provided FY25 membership of 11,000 and projected FY26 membership of 15,000.
Councilmember Garry D. Daeke asked about total membership; Councilmember Geraldine Champion asked about deductibles and cost guarantees; Grigston said the goal is to reduce deductibles by FY27 and provided a current-plan annual cost figure of $2.1 million and a per-employee-only cost of $759, noting the city determines its subsidy level for employees. City Manager/City Attorney Hassan T. Kingsberry confirmed Grigston is not on the NCHIP board and does not make NCHIP decisions.
