Troy Huber, Buildings & Grounds, told the committee that the county received a single bid from Tweet-Garot Mechanical of $234,725 for the Law Enforcement Center cooling-tower replacement; after brief discussion the committee (motion by Russ Fisher, second by Michael Tautges) accepted the Tweet-Garot bid, with all committee members present recorded as voting "Aye." Huber also reported that the county will purchase a Monico tower generator for $24,537.04 and received an installation bid from Van Ert for $9,475; a motion by Billy Fried to accept Van Ert's installation bid passed unanimously.
For Buildings & Grounds' vehicle needs, Huber recommended acceptance of a Brickner bid of $52,333 for a 2026 2500 Dodge Ram with plow. The committee approved the Brickner purchase (motion by Fried, second by Tautges); the project budget is $70,000 and county staff expect proceeds from sale of the existing truck to offset costs. Huber said he identified optional plow upgrades after bid submission and was directed to check procurement procedures with Corporation Counsel before adding options.
The committee rejected all exterior-painting bids for the PH/ADRC facility after staff reported three proposals that all exceeded the $30,000 budget (bids ranged from $66,088 to $166,500). Vice-chairman Billy Fried moved — and committee members voted to — reject the bids and directed staff to consult with Corporation Counsel on rebidding or alternative procurement options.
Several projects were deferred for further review. For the multi-facility fire panel upgrade, Huber said the three bids submitted (SGTS Inc. $113,863.72; Systems Technologies $459,000; Van Ert $324,500) displayed a wide price variance and that staff need additional time to verify each vendor meets bid specifications; the committee asked staff to gather compliance information and recommended experts and report back. Similarly, four roof-replacement bids for the PH/ADRC facility were flagged for missing bid-bond or warranty documentation and will be revisited at the March meeting.
All formal motions recorded in the meeting minutes passed with all committee members present voting "Aye." The committee scheduled follow-up reports and asked staff to work with Corporation Counsel on procurement and specification clarifications before final awards.
The committee later entered closed session under Section 19.85(1)(c), Wisconsin Statutes, to consider a personnel matter and returned to open session without motions arising from the closed session. The committee adjourned at 10:16 a.m.
