Parma Heights council approves grant, extends vaping moratorium and clears multiple infrastructure and contract measures

Parma Heights City Council passed a slate of measures on Feb. 23 that advance grant acceptance, zoning restrictions, infrastructure projects and technology contracts.
Clerk Allen read Resolution 2026-4 to accept a Northeast Ohio Public Energy Council (NOPEC) 2026 Energized Community Grant; Council suspended the rules and passed the resolution on a roll-call vote. The grant was presented to the council as an administrative acceptance; the council did not record the grant amount in the minutes.
Council also approved Resolution 2026-7 to extend a temporary moratorium for six months prohibiting applications, permits and certificates of occupancy tied to the distribution or sale of vaping and e-cigarette products within the city. Council suspended the rules and approved the extension by roll call.
Several infrastructure authorizations passed. Council authorized Bowen + Associates to prepare plans and cost estimates for the Greenbrier Commons parking rehabilitation (Resolution 2026-10) and then passed Ordinance 2026-11 to authorize expenditure and advertise for competitive bids. Similarly, the Blossom and Sutherland Avenues sewer improvement project received construction administration authorization from Bowen + Associates under Resolution 2026-12.
In contract matters, council accepted amendments to the city's technology services and cyber risk management agreements with Simvay LLC under Resolution 2026-13; Councilman Vanek moved to accept the amendment and the council passed the resolution as amended.
For parks and recreation, Council passed Resolution 2026-15 authorizing the city to contract with Heritage Pool Supply for purchase and installation of one lap pool pump, one dive-well pump and two slide pumps for the Parma Heights pool.
Each of these items was advanced after motions to suspend the rules and passed by roll-call vote; the minutes record unanimous "Aye" votes by the seven council members present on each passed item. Ordinance 2026-14, which would set employee compensation for various city positions, was read for its first reading but no final vote was recorded in the meeting minutes.
