Henderson City Council on Oct. 10 approved Resolution 22‑69 to modify the retirement system and partially reinstate group insurance for a subset of employees and retirees who lost coverage in 2009.
City Manager Edward T. Blackmon said the Human Resources Committee recommended reinstatement for eligible workers; the change would affect about 22 current employees and 12 retirees, with a projected annual cost of $192,963. Manager Blackmon noted most beneficiaries would be covered until age 65 and typically retire at age 55 or older.
Council members asked about actuarial analysis and the long‑term sustainability of the change; Council Member Garry D. Daeke recalled prior actuarial concerns in 2009 but no new actuarial report was cited in the discussion. Council Member Melissa Elliott, who supported the change, said the issue has been discussed for several years. The motion to approve Resolution 22‑69 passed unanimously (Yes: Elliott, Daeke, Thorpe‑Cooper, Spriggs, Williams, Coffey and Noel; Absent: Rainey).
The resolution sets City policy to restore limited group insurance eligibility subject to the conditions discussed; staff were not directed to fund ongoing costs beyond the annual estimate presented at the meeting.
