Canton approves emergency RV hookups and other measures as flood recovery continues

At the Oct. 24 meeting of the Town of Canton Board of Aldermen, the board approved an emergency ordinance permitting campers and recreational vehicles to connect to municipal sewer lines for residents who suffered significant storm damage. Manager Stinnett said the authorization would initially last six months and could be extended pending a decision by Planner Byron Hickox.
Mayor Smathers praised town staff for post‑flood cleanup and thanked state and federal officials who visited Canton in the wake of the storm. During public comment Tom Harrington of Bethel asked how much of the cited $15 million had reached Canton for flood‑proofing; Mayor Smathers said questions about that funding should be directed to the county.
The board also approved an adjustment to the town's flood multiplier calculator for damaged properties — described in the meeting as a 50% value adjustment — and heard that a possible $3 million emergency DEQ loan at 0% interest is under consideration to pay for sewer and water repairs if approved. Manager Stinnett said insurance adjusters are on the ground reviewing damages and that the town’s distribution center would be phased out over the next few weeks.
Manager Stinnett announced staff changes intended to bolster recovery operations: Natalie Walker will serve as Assistant Town Manager and Finance Director; Sam Dunbar, who was present as Recreation Director, was appointed Town Clerk by the board. Alderman Shepard moved to appoint Dunbar and Alderwoman Mull seconded; the board approved the appointment.
The meeting closed for a brief closed session under N.C.G.S. 143‑318.11 (a)(6) and returned to open session without action. The board set its next regular called meeting for Nov. 14, 2024.
