Canton board approves water-plant upgrades, extends flood-recovery contract and signs several routine measures

At its Nov. 14 meeting the Town of Canton Board of Aldermen approved upgrades to the water treatment plant, extended McGill & Associates’ flood-recovery contract (with one recusal), approved an EDA contract through the Southwestern Commission, adopted a budget amendment for police body cameras and approved several tax and event-related items.
The Town of Canton Board of Aldermen on Nov. 14, 2024 approved a package of contracts, infrastructure upgrades and administrative measures intended to support flood recovery and routine town operations.
Manager Stinnett presented proposed upgrades to the town’s water-filter plant from McGill & Associates; Alderwoman Mull moved to approve the upgrades and Alderman Hamlett seconded. The motion passed with all members voting in favor.
The board also approved a contract with the Southwestern Commission related to Economic Development Administration (EDA) work after Manager Stinnett presented the agreement; Alderwoman Proctor moved to approve and Alderman Shepard seconded. The board voted unanimously to accept the contract.
Separately, the board authorized McGill & Associates to continue working on flood recovery. Alderwoman Mull moved to approve the McGill contract; Alderman Hamlett seconded. Alderwoman Proctor recused herself; Aldermen Shepard, Hamlett and Alderwoman Mull voted to approve the contract and the motion carried.
Other actions approved without recorded opposition included permission for the Chris Kringle Market to use the town train, a Summer Street land lease for a temporary fire-department facility (approved at $500 per month), and a budget amendment to purchase police body cameras (motion by Mull, seconded by Hamlett).
On event logistics, the board authorized staff to pursue a street-closure request with the N.C. Department of Transportation for the town’s Christmas parade; Police Chief Sluder is to submit the DOT request.
The board handled several tax-related agenda items in a single set of motions: a 10-year tax release, a tax settlement and an Order to Collect were each moved and approved, and the board set a public hearing on additional dwellings for Dec. 12, 2024. The board also approved co-sponsorship of "Momma T’s Summer Celebration."
Meeting minutes record that motions were generally moved and seconded by board members and that most votes were unanimous. When Alderwoman Proctor recused herself from the McGill contract vote, the motion still passed with the remaining members voting in favor. The meeting went into a closed session under N.C.G.S. 143-318.11 (a)(6) at 6:44 p.m. and returned to open session at 8:05 p.m. with no action reported from the closed session. Mayor Smathers adjourned the meeting at 8:05 p.m.; the board’s next regular called meeting is set for Dec. 12, 2024 at 6:00 p.m. at Town Hall.
