City of Bay Minette council adopts FY 2023–24 budget, approves ordinances, grant and multiple resolutions

The City Council of the City of Bay Minette met Aug. 21, 2023, at City Hall and unanimously adopted the fiscal year 2023–24 budget and approved a slate of ordinances and resolutions, city officials said.
Mayor Robert A. Wills called the meeting to order and announced the members and staff in attendance. After roll call and opening formalities, the council approved the consent agenda, which included the minutes of the Aug. 7 meeting, on a motion by Mayor Pro Tempore Mike Phillips and a second by Councilmember Matt Franklin.
The council approved payables totaling $278,803.70, following a motion by Councilmember Pete Sellers and a second by Councilmember William Taylor. On second reading the council adopted Ordinance 1033, as amended, to regulate the operation of golf carts on certain city streets within the City of Bay Minette; the motion to adopt was moved by Mayor Pro Tempore Mike Phillips and seconded by Councilmember Matt Franklin.
Councilmember Matt Franklin moved, and Councilmember Shannon Clemmons seconded, approval of Ordinance 1036 on first reading, a proposed franchise agreement between the City of Bay Minette and Comcast of Alabama, LLC. The council carried the item on first reading, advancing the franchise agreement for subsequent consideration.
The council also approved several event-related fee waivers: Resolution 0823-07 for the Alabama Junior Rodeo Association to waive rental fees for the Carol Hodgson Multipurpose Arena (Sept. 23–24, 2023); Resolution 0823-08 for Baldwin County High School FFA (Nov. 10–11, 2023); and Resolution 0823-09 for Men of the Coalition/Douglasville School of Arts & Recreation Pavilion (Sept. 2–4, 2023). Each resolution was moved and seconded as recorded and carried unanimously.
Municipal administrative actions included approval of Resolution 0823-10 to adopt a revised transportation plan pursuant to the Rebuild Alabama Act (Act 2019-2); Resolution 0823-12 authorizing the mayor to execute an agreement with Cloudpermit; Resolution 0823-13 providing assistance to the North Baldwin Chamber of Commerce for the chamber’s 41st Annual Christmas Fest; and Resolution 0823-14 authorizing the mayor to execute an independent contractor agreement. Motions for those items were moved and seconded as recorded and carried unanimously.
The council approved Resolution 0823-15 accepting an Assistance to Firefighters Grant through the Federal Emergency Management Agency for the Bay Minette Fire Department; the motion was moved by Councilmember Shannon Clemmons and seconded by Councilmember Pete Sellers and carried unanimously.
During council/citizen comments, Mr. Greg May of 1109 Marks Avenue addressed the council about a steep ditch located on his and an adjacent property and requested that the council or staff review the drainage issue. The meeting adjourned after a motion by Councilmember Pete Sellers, seconded by Councilmember William Taylor; the motion carried unanimously.
