Wapello County supervisors approve routine donations, resolutions and payroll

The Wapello County Board of Supervisors on Feb. 10, 2026 unanimously approved a series of routine actions including donations to local organizations, two resolutions related to county financial matters, a repayment agreement and authorization of claims and payroll.
Chair Darren Batterson opened the meeting at 9:35 a.m. in the third-floor courtroom/boardroom. Supervisor Bryan Ziegler moved and Vice Chair Carrie Teninty seconded approval of the agenda; the board voted all ayes and carried the motion.
The board approved minutes of the Jan. 27, 2026 meeting. It also approved a $5,000 donation to the Greater Ottumwa Convention & Visitors Bureau and a $2,000 donation to Heartland Humane Society; both motions were moved by Ziegler and seconded by Teninty and passed unanimously.
Supervisors approved Resolution 1-2026, listed as 'Disbursements Outstanding,' and Resolution 2-2026, described as 'Comp and Assign County Held Tax Sale Certificates to the City of Ottumwa.' The board also approved a repayment agreement for J. Arnold; the transcript records the agreement but does not provide further contractual details.
The board approved the Healthy Choice/Blood Draw Package 'E' at $40 per person, with the option for individuals to pay the difference to add a PSA test. That motion was approved with unanimous votes.

Claims in the amount of $158,152.10 and payroll in the amount of $497,349.29 (dated Feb. 6, 2026) were approved. At 10:29 a.m. Vice Chair Teninty moved to adjourn, seconded by Ziegler; the motion carried. The minutes were attested by Kelly Spurgeon, Wapello County Auditor.
