Appling County approves 72-acre transfer to development authority; Tuten Park transfer tabled

The Appling County Board of Commissioners on Feb. 3 voted to transfer approximately 72 acres of county land in Graham to the Appling County Development Authority for potential development, with a five-year claw-back provision.
County Manager Reid Lovett said about 48 of the 72 acres are usable, dry land and the parcel has rail access. Matt Carter, director of the Appling County Development Authority, recommended a five-year claw-back if the property is not developed. Commissioner Randy Sellers moved to approve the transfer with that condition; Commissioner Jakharis Jones seconded and the motion carried unanimously.
Separately, Lovett reported the Appling County Board of Education had offered to transfer roughly 26 acres—formerly the Tuten Environmental Park—located behind the Ag Center and Middle School. Commissioners questioned liability and the fact the parcel is largely wetland. Commissioner Jakharis Jones moved to table the BOE transfer until the March meeting for further review; Commissioner Randy Sellers seconded and the motion was unanimously approved.
No binding sale terms, purchase prices or development timelines were recorded in the meeting minutes for either parcel.
