Planning commission delays three conditional-use permit recommendations

The Lunenburg County Planning Commission voted on Oct. 5 to defer action on multiple conditional use permit applications and approved routine minutes and adjournment.
Chairman James Tharpe read each application before the commission: CUP 5-23 for Parrish View Farms at 2571 Dundas Road (two parcels totaling 73.06 acres) to allow event-venue use alongside existing agricultural operations; CUP 7-23 for Justin Clement/Impact Arms, LLC at 3028 Poorhouse Road (17.819 acres) for a retail and personal-service business tied to federally licensed firearms sales and gunsmithing; and CUP 9-23 for Jonathan and Jessica Shelton at 12570 Courthouse Road (18.52 acres) proposing repair and retail services linked to Shelton’s Excavating, Inc. and Shelton’s Outlaw Trucking, Inc.
Jeff Parrish told the commission his family operated a pumpkin patch for 15 years and that wedding events the family hosted about 1½ years ago prompted the request to formalize occasional event use "to supplement the current agriculture use of the property," he said. Justin Clement presented background on his planned firearms-related business and described the ATF licensure steps he will follow. The Sheltons were not present.
Because staff reports had not been received in time for full review, the commission moved to defer recommendations to the Board of Supervisors. For CUP 5-23 (Parrish View Farms) the motion to defer to the November meeting passed on a 4–3 roll call: yes — Luther Drummond, Buck Tharpe, Edward Pennington and Tony Trent; no — Brenda Jennings, Harry C. Garrett and Walter Thompson. An identical 4–3 tally was recorded for CUP 7-23 (Impact Arms). The public hearing and recommendation for CUP 9-23 were unanimously deferred after the applicant failed to appear. Assistant County Attorney Drew DiStanislao later moved to defer the public hearing for CUP 1-23 (Oral Oaks Solar) to the December meeting; that motion was approved unanimously.
The commission also approved the minutes of its Sept. 7, 2023 meeting on a motion by Commissioner Edward Pennington, seconded by Commissioner Tony Trent, and adjourned after announcing its next meeting for Nov. 2, 2023.
What happens next: The deferred items will return with staff reports at a future commission meeting before the commission forwards recommendations to the Board of Supervisors.
