Grant County commissioners approve transfers, donations and permit; table materials bid

The Grant County Board of Commissioners met Dec. 15, 2025, in Medford and approved routine fiscal measures, accepted donations for road and fire services and heard brief highway district updates before adjourning at 9:42 a.m.
Chair Craig A. Fredrick called the meeting to order at 9:00 a.m. and, after a roll call confirmed a quorum, commissioners voted unanimously to approve a Transfer of Appropriations and to authorize Blanket Purchase Orders and a set of Purchase Orders and Travel Claims covering multiple county departments and vendors. Commissioner Steve Stinson moved the transfers and purchase approvals; Commissioner Keith McClure seconded. All three commissioners—Fredrick, Stinson and McClure—voted aye on those motions.
The Purchase Orders and Travel Claims packet included a range of line items recorded in the minutes, among them City of Pond Creek ambulance service ($10,500), multiple Amazon purchases for county offices, utility charges to OG&E and highway parts and services (vendors such as P&K Equipment, Warren Cat, DoLese, and Windy Ford). The minutes list individual vendor charges by fund and department but do not attach consolidated totals for the package.
The board approved Special Payroll items noted in the minutes: a county portion for Health listed for Douglas Johnson (amount recorded as 0) and an overtime payment for Angela Scott. McClure moved to approve the special payroll; Stinson seconded and the motion carried unanimously.
On donations, the commissioners approved Resolution 2025-215 to accept a $7,500 contribution from River Ranch for rock to be used in District 3 road work, and Resolution 2025-217 to accept $2,900 from Public Service Co. of OK (American Electric Power) for the Lamont Fire Department. Both resolutions were moved by Stinson, seconded by McClure and approved by unanimous vote. Separately, the board moved to table Resolution 2025-216, which would have created new accounts within the Donation Fund for Highway Districts 1, 2 and 3; the motion to table was made by McClure and carried unanimously. The minutes do not record the rationale for tabling or a future action date.
Chair Fredrick moved to approve Permit #11-2025 for Garfield County PWD #6 in District 2; McClure seconded and the board approved the permit. Commissioners also agreed to table the six-month Materials Bid #13-2025 pending tabulation.
In district reports, McClure said District 1 crews were hauling shale, replacing two culverts and mowing. Stinson said District 3 crews were hauling rock to the yard and performing general mowing. Fredrick described District 2 work on a major road rebuild on Jackson Road, noting culvert installation, shale and rock placement and preparation for tree mulching. Stinson said he would attempt to attend the ACCO board meeting in Oklahoma City on Wednesday.
With no new business, the board adjourned at 9:42 a.m. The minutes record formal approval on Dec. 22, 2025, and are attested by County Clerk Rachelle D. McCaleb.
