Bluff staff circulates draft zoning-code edits, recommends ending Land Use Clearance process

Town staff shared a drafted, amended Zoning Code ordinance and asked the Planning & Zoning Commission to review key changes before a joint work session with the Town Council. Kristen Bushnell recommended removing definitions already covered by the state municipal land code, re-evaluating distinctions among modular, mobile and manufactured homes, and dissolving the Land Use Clearance ordinance and process because building permits are now administered in-house.
Bushnell said items highlighted in the draft—particularly Site Plan Review requirements—should be reviewed carefully by commissioners. Chair Malia Collins asked commissioners to add suggested goals and topics to a working document ahead of the Feb. 19 joint meeting with Town Council. Commissioner Marcia Hadenfeldt reviewed best practices for the commission's shared email account and said Commissioner Brian Whitney will begin monitoring that inbox.
Procedural business: commissioners approved the Jan. 15, 2026 meeting minutes (Hadenfeldt moved; Whitney seconded; 5–0), and Hadenfeldt moved to adjourn at 7:21 p.m.; the motion carried. Staff said future Planning & Zoning meetings will use a single Zoom link posted on the town website.
