Charlotte County begins comprehensive plan review; commissioners flag solar, battery storage and water quality

CHARLOTTE COURT HOUSE, Va. — The Charlotte County Planning Commission on Nov. 16 began a comprehensive plan review led by the Commonwealth Regional Council and identified several topics county leaders want the updated plan to address.
Melody Foster of the Commonwealth Regional Council presented a PowerPoint kickoff of the review process. Commissioners said the plan needs clearer direction on solar — including the size of developments — battery storage, water quality protections, and how forest and agricultural areas should be defined and protected.
By consensus commissioners decided not to form a smaller subcommittee and agreed the full commission would participate in work sessions, tentatively scheduled for 6:00 p.m. on the same day as regular monthly meetings.
Why it matters: The comprehensive plan guides land-use policy and capital decisions across Charlotte County. Commissioners’ early focus on solar and utility-scale energy, battery storage and water quality indicates those topics will be prominent in upcoming work sessions.
