Fulton County commissioners delegate CDBG authority, approve senior-center engineering and several routine payments

Fulton County commissioners on Jan. 27 unanimously approved a series of administrative and contracting actions, including delegation of signing authority for a Community Development Block Grant (CDBG) contract and acceptance of engineering work for the Warfordsburg Senior Center.
Commissioner Hervey P. Hann moved to delegate signing authority for CDBG Entitlement Contract Number C000095314, for $218,719.00, to HR Administrator Mary Huston, Commissioner Steven L. Wible and Commissioner Randy H. Bunch; the motion passed. The board’s action authorizes those designees to execute the contract documents on behalf of the county.
The commissioners also accepted a CES Engineering quote to provide professional engineering services for the Warfordsburg Senior Center project. Commissioner Wible said the scope includes restroom renovations, installation of a new security camera system, and a mill-and-overlay for the existing parking lot, driveway and accessible walking path; the board voted to accept the quote.
Other approvals included: • Acceptance and execution of the Election Integrity Grant Program Post-Election Report for Municipal 2025, listing total expenditures of $84,443.55 (motion by Commissioner Hann). • Retroactive approval of Commissioner Bunch’s execution of the ERAP 2 County Expenditure Certification Form for the Emergency Rental Assistance Program (motion by Commissioner Hann). • Payment of an Elect IT Solutions invoice for IT staffing and support for February 2026. • Renewal of Companion Life Insurance for Group Term Life at $0.019 per $1,000 and Group AD&D at $0.03 per $1,000, effective April 1, 2026 (same rates as 2025). • Payment of $3,313.00 for the Fulton County Tax Collectors Blanket Bond through Travelers Casualty and Surety Company of America, via an invoice from insurance agent Robert Snyder.
All items were moved and approved without recorded opposition. The board said separate, item-specific documents and invoices are on file in county records.
