Cloud County approves solid waste interlocal agreement with Republic County

The Cloud County Board of Commissioners on Feb. 23 approved a Solid Waste disposal interlocal agreement with Republic County, effective March 1, 2026.
Mike Hake, Solid Waste Director, reported that a skid-steer oil sample is now acceptable and that Solid Waste/Recycling refund applications were reviewed. On a motion by Commissioner Ron Copple and a second by Commissioner Dannie Kearn the board approved the interlocal agreement unanimously.
The board also held a 15-minute executive session under the personnel exception that included Sheriff Ken Davis and County Clerk Shella Thoman. After the closed session, the board recognized the resignation of Corrections Officer John DuPuis, effective Feb. 19, 2026. The commissioners discussed and set a policy requiring first-aid/CPR training to be completed within the first six months of employment; in-person updates are required every six years with online interim refreshers, and wages will not increase until training is complete.
The interlocal agreement moves disposal arrangements between the counties to a formal effective date of March 1, 2026. The county will proceed with administrative steps to implement the agreement and to address staffing transitions in the corrections division.
