Fayette County audit: independent firm issues unmodified "clean" opinion for FY2025

Fayette County officials were told Jan. 22 that the county’s financial statements for fiscal year 2025 received an unmodified, or "clean," opinion from Nichols, Cauley & Associates, LLC.
Gregory Chapman of Nichols, Cauley & Associates told the Board of Commissioners that the audit was performed in accordance with Auditing Standards Generally Accepted in the United States (GAAS) and Government Auditing Standards and provides "reasonable, not absolute, assurance" that the basic financial statements are free of material misstatement. Chief Finance Officer Sheryl Winnman introduced the firm and commended county finance staff for the report.
The firm noted Fayette County received the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting for its 2024 report, marking the 31st consecutive year the county earned that recognition. Chapman also said his firm was independent and that peer review of their practice had produced a tentative clean pass, pending final approval.
Commissioner Charles Oddo asked about the firm’s peer review process; Chapman described it as an independent review of the auditor’s quality-control procedures. County Administrator Steve Rapson commended county staff for producing consistent, clean reports.
The board accepted the audit presentation; no formal vote beyond receipt and staff commendation was required at the meeting. The county’s written audit and communications to the state were submitted as required by law.
