Ringgold County engineer reports maintenance progress and recommends bridge replacement at Poe 17

County Engineer Jared Johnson briefed the Ringgold County Board of Supervisors on a series of secondary roads operations and project developments during the March 3 meeting.
Johnson said crews have been operating excavators and grinders in the northwest district, running a skid loader brush grinder in the south central and southeast districts, and mowing roadside brush in several districts. Crews also stockpiled chips for the upcoming J55 Stockton–Redding sealcoat project and replaced two concrete patches along J23 between Clearfield and Diagonal. Spot rock was delivered to the northwest district and crews prepared trucks for an approaching winter storm.
Staff reported completion of work orders W.O.1434 (replacement of a deteriorated 24" CMP culvert with a 24" ADS culvert on 170th Street between Hwy 169 and 240th Ave) and W.O.1417 (brush clearing and ditch reshaping for approximately 1 mile near the 170th Street and 240th Ave intersection).
The department received the final Phase II report for the Jefferson 26 Project. The report recommends no further action south of J23 but recommends mitigation or avoidance north of J23 due to limited prior investigation near the former town of Knowlton; staff said they are coordinating with the IDOT Bureau of Location and Environment and provided public-involvement documentation to meet De Minimis requirements. NEPA review for the P27 South project is complete and the department proposed aligning P27 and P33 on a shared development schedule to improve bidding efficiency; staff reported SHPO (cultural resources) clearance has been received for the P33 concept statement.
At the Poe 17 site, hydraulic analysis indicated the drainage area is too large for a box culvert. The department recommended replacing the culvert with a 90'-0" x 26' continuous composite steel (CCS) bridge with a 7.5° skew, left ahead, and will work on final design and plans as time allows.
The IDOT District 4 Engineer also visited the office to discuss the county's safety action plan and destination lighting; the district engineer was reported supportive of lighting despite it not being recommended for all intersections in the plan. Staff said an announcement of Community Project Fund award for the P33 resurfacing project is anticipated in the months ahead, with an announcement scheduled for July 9 as reported.
The board received the engineer's update; no separate board vote on construction projects was recorded in the transcript.
