Buffalo County approves zoning and subdivision code amendments, sets March 25 final-adoption hearing

Zoning Administrator Dennise Daniels presented changes that the board adopted by motion, including clarified procedures for submission to and recommendations from the Planning and Zoning Commission (Sections 11.1–11.3), procedural changes to subdivision amendment timelines (Section 9.03), road and street design standards for subdivisions (Section 4.11) and updated minimum distance setbacks for livestock confinement operations (Section 6.6). Chairperson Sherry L. Morrow opened the public hearing on the proposals at 9:19 a.m.; no members of the public addressed the Board during the hearing.
Why it matters: the amendments alter how the Planning Commission's recommendations are treated by the County Board, add explicit timelines for referral and review, and tie subdivision street design to the Nebraska State Board of Public Roads Classification RL-2 (2008 guidance) with added language directing the Highway Superintendent to consider snow-control measures. Commissioners voting "Aye" on the recorded roll calls were Timothy Higgins, Daniel Lynch, Ivan Klein, Myron Kouba, Ronald Loeffelholz, Bill Maendele and Sherry L. Morrow.
The board also scheduled Tuesday, March 25, 2025 at 9:15 a.m. for adoption of the final draft of the resolutions and any proposed zoning map amendments; the final drafts will be posted to the Buffalo County website before that meeting. The resolutions’ text references state statute and technical standards (the road-design language cites the Nebraska Department of Roads/Board of Public Roads Classifications & Standards RL-2 guidance).
