Summary
The board approved minutes, reported purchase of eight pollbook printers for $2,160 (net), set officers-of-election training for June 1–10 with two-hour precinct sessions, and heard that new registrar Virginia Booth was sworn in and completed LESS compliance.
The Charlotte County Electoral Board on March 3 approved previous meeting minutes, confirmed purchase of pollbook printers, and outlined a training schedule for officers of the election ahead of the June primary.
Board members approved the Feb. 15 and Feb. 21 minutes by voice votes (each motion passed 3-0). Aubrey Fane reported that eight printers ordered for poll books will cost a net $2,160 after a rebate for return of small cases; a copy of the written order will be filed with these minutes.
Chairman Glenn Baker led discussion of Officers of the Election (OOE) training, noting materials available from the Virginia Department of Elections. The board agreed on a training window of June 1–10, 2022, consisting of two-hour sessions for each precinct to cover required training, a mock election using equipment, and frequently asked questions. The board also discussed a potential student intern program to assist on election day and ideas to incentivize student participation.
Registrar Virginia Booth reported staff updates: Willingness-to-Work letters were mailed Feb. 23 and some responses have been returned; one worker has already been sworn in. Booth said she received her commission as a Notary Public on March 1 and was sworn in by Nan Collie, Clerk of the Circuit Court. Booth also reported she has a new county-secured email address and, with assistance from Ms. Harding, completed the LESS compliance submission required under HB2178. The county has arranged a March 4 Zoom meeting with ASSURE, the vendor retained via a Piedmont Regional Council grant to assist the county with required security standards; no county funds will be used for ASSURE services.
Mr. Fane and Mr. Foster both spoke in favor of recognizing Ms. Harding’s contributions; Mr. Foster suggested some form of compensation for work performed without prior reward. The board did not take a compensation vote at this meeting.
The meeting adjourned at 2:29 p.m.; the next meeting is scheduled for April 7, 2022, at 1 p.m.
