Spencer County Fiscal Court approves routine expenditures, vests, and a vehicle purchase; clerk settlement and jail budget presented

The Clerk's corrected 2019 year-end financial report was approved on motion by Magistrate Beaverson, seconded by Magistrate Brewer. The court also authorized $2,000 to Adcock for rebuilding the transmission on the jailer's Ford F-150 (motion by Magistrate J. Moody, seconded by Magistrate Travis).
After discussing vehicle needs and quotes the court voted to expend $28,490 to purchase a vehicle for the jailer and the mechanic. The motion (mover: Magistrate Travis; second: Magistrate J. Moody) passed with all members present voting "aye" except Magistrate Beaverson, who voted "nay." The transcript records motions to approve a large set of invoices and several budget-line transfers to cover shortfalls in line items (transfers included general-fund to pay for software, judge office supplies, senior center repairs and other needs; road and jail funds also required transfers to cover salary and medical costs). The jail budget for FY2020-21 was presented as informational (line items and revenue sources were read into the record) and will be part of the formal budget process.
The court also recorded a set of routine invoices, vendor payments and fuel charges across general, road and jail funds. County cash balances by fund were included in the packet, and staff documented recommended transfers to cover several arm'length operational shortfalls through the fiscal year.
Next steps: Staff will process the approved purchases and transfers; the jail budget will be finalized during the county budget cycle. The County Clerk's year-end settlement figures are approved for the official record.
