Engineer Eric Bean reported to the court that Beacon Hill Lane had minor pavement cracking and some curb-line sediment but otherwise met standards; Spencer County road crews were asked to clean the gutter line and confirm drainage. Bean recommended final sign-off when the noted items were addressed. For Hudson Drive and Scarsdale Lane the engineer reported appurtenances in good order and recommended release of the developer bonds. On a motion by Magistrate Travis, seconded by Magistrate Beaverson, the court voted unanimously to release the road bonds on Beacon Hill, Hudson Drive and Scarsdale Lane.
The agenda included attached ordinances (Beacon Hill and Chelsey Park) documenting prior formal adoptions of those roads into the county road system and the holdback bond amounts; the court discussed the engineering recommendations and the one-year hold-back period tied to the adoption ordinances. Court members also discussed FEMA-related drainage work and prioritized limited discretionary and FLEX funds.
Next steps: county staff will complete minor gutter and drainage remediation where noted and return for final sign-off so bonds may be formally released when inspections are confirmed. The discretionary funding application will be transmitted to the Transportation Cabinet for review.
